About CeNRIS
The Center for National and Regional Integration Studies (CeNRIS) is a civil society organization dedicated to promoting peace, integration, and inclusive governance in Ethiopia and the Horn of Africa. We work through dialogue, research, and capacity-building, with a focus on engaging marginalized groups in national processes.
Project Background
With funding from the European Union and Welthungerhilfe (WHH), CeNRIS is implementing a nationwide project aimed at fostering inclusive dialogue on constitutional reform. The project seeks to address polarization, enhance public access to balanced information, and build a multi-stakeholder culture of informed debate.
Objective of the Consultancy
CeNRIS seeks an experienced consultant to produce three (3) background research briefs on key constitutional themes. These briefs will provide an evidence-based foundation for a series of national dialogue forums.
Scope of Work
The consultant will conduct a desk review and produce concise, balanced, and accessible research briefs on the following pre-identified themes:
- Constitutional Amendment in Ethiopia: Procedures, challenges, and pathways forward.
- Federalism and the Right to Self-Determination: A comparative analysis and lessons for reform.
- Institutional Design, Checks and Balances, and Constitutionalism: Challenges and prospects.
Each brief should be 10–15 pages and include sections such as an executive summary, current debates, legal analysis, comparative perspectives (where relevant), and policy implications.
5. Key Deliverables
- Inception report and work plan (by February 7, 2026)
- Three draft research briefs (by March 6, 2026)
- Three final research briefs (by March 13, 2026)
- Summary versions in English and Amharic (by March 17, 2026)
6. Required Qualifications & Experience
- Advanced degree in Law, Political Science, Constitutional Studies, Governance, or a related field.
- Minimum 5 years of proven research experience on Ethiopian constitutional, federal, or governance issues.
- Strong publication record in relevant areas.
- Excellent analytical, writing, and synthesis skills.
- Fluency in English (Amharic proficiency is an asset).
- Familiarity with EU/WHH compliance is desirable.
7. Submission Guidelines
- Interested consultants should submit:
- Technical Proposal: Understanding of TOR, methodology, work plan, CV(s), and writing samples.
- Financial Proposal: Detailed budget breakdown (separate file or envelope).
